This is a professional, exempt accounting position involving the application of accounting/auditing techniques to a variety of fiscal transactions and control systems.  Work requires the consistent exercise of independent judgment and discretion performed under the general supervision of the Finance Director.  Work is reviewed through periodic reports and conferences.




  • Prepares bi-weekly payroll run
  • Enters payroll data into the Florida Retirement System’s website
  • Reconciles employee benefit balances, payroll deductions, and employee insurance accounts
  • Originates purchase orders and processes those originated by others; evaluates purchase orders for compliance with applicable policy prior to processing
  • Ensures that Special Permit billing and other invoices are distributed in a timely manner
  • Ensures that any unpaid invoices are collected within the timeframe set by District Policy or best management practices
  • Report any unpaid invoices over sixty (60) days late immediately to the Finance Director and Executive Director
  • Reconciles all cash and investment accounts monthly
  • Prepares bank deposits involving cash and checks
  • Records cash receipts in the accounting system
  • Prepares journal entries
  • Prepares reports for management and for external auditors
  • Researches general ledger accounts and prepares schedules of account balances
  • Reconciles procurement card statements
  • Assist departments in accurate and timely inventory in a manner designed to reduce the risk of error or fraud relating to tools, field equipment, and office equipment or devices
  • Codes supplier invoices
  • Conducts sporadic, unannounced inspections of inventory or as directed by supervisors
  • Assists in the preparation of the District Budget
  • Assists in the preparation of the Comprehensive Annual Financial Report (CAFR)
  • Performs related work as required




  • Knowledge of the principles and practices of accounting

  • Ability to formulate and install standard and special accounting methods, procedures, forms and records
  • Ability to calculate figures and amounts such as interest, proportions, percentages. Ability to apply concepts of basic financial and accounting calculations to fund accounting.

  • Knowledge of computer-based spreadsheet applications




The employee works mainly in an office setting, which may include long hours sitting in one place, utilizing a computer screen.  In some circumstances, the employee may be required to inspect job sites under various weather conditions, and near machinery.  The employee may be exposed to hot/wet/humid/cold conditions.  The employee will occasionally be exposed to fumes, airborne particles, chemicals, vibration and other potential hazards associated with the maintenance and/or construction of roads and drainage works and other types of construction.  The noise level in the work environment is normally quiet, but can be moderately high under certain circumstances.

Work is performed in an office setting.  Hand-to-eye coordination is necessary to operate various office equipment.  This job requires long periods sitting at a computer workstation and utilizing the telephone.  This person must be able to manipulate a keyboard and utilize a hand-held radio to communicate with field employees.  Occasionally, operation of a motor vehicle may be required to deliver paperwork or pick up supplies from vendors.  While performing the duties of this job, the employee may be required to engage in the following activities: lifting under 50 pounds, sitting, standing, walking, climbing, crouching, crawling, stooping, kneeling or balancing; reaching with arms; using hands and fingers to handle, feel, or operate objects, tools or controls; talking, and hearing.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust one’s focus.




  • Possess a Bachelor’s degree from an accredited college or university with major coursework in Accounting or equivalent
  • Two years’ experience in professional accounting or auditing work
  • Local government experience or local government audit experience preferred
  • Pre-Employment Screening (i.e., Criminal Background Check, Reference Check etc.)



Work Hours:  40 hours per week and overtime as approved.
