FLEET SUPERVISOR

ROLE AND RESPONSIBILITIES

This is highly skilled and supervisory work at the non- exempt work level in the maintenance and major repair of a broad range of difficult technical work in the service, diagnosis and repair to a variety of automotive, specialized and heavy construction equipment, gasoline and diesel powered heavy equipment and components and ancillary equipment of varying makes and models. The position is responsible to ensure support to all Departments by providing professional fleet maintenance. The position directs and supervises the fleet department and is expected to plan subordinates’ work and make decisions within established policies and procedures. In addition to supervisory duties, this class is distinguished from Fleet Mechanic by a broader scope of duties related to diesel and heavy equipment such as the complete repair and overhaul of graders, bulldozers, cranes, and generators, as well as directing the work of automotive or unskilled workers. Under general supervision, this position includes responsibilities to advise on purchasing, leasing, renting and repair of automotive, heavy equipment, construction equipment, the maintenance of such equipment as well as set up, registry and licensing of such equipment as necessary. Due to the District's response role and in the total scope of emergency management, this position may be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.

Essential functions include but are not limited to 

  • Ability to research, recommend and integrate appropriate fleet maintenance software
  • Plan, prioritize, assign, supervise, review and participate in the work of staff responsible for vehicle and equipment maintenance
  • Establish schedules and methods of providing vehicle and equipment maintenance services, identify resource needs and review the needs with appropriate management staff
  • Forecast vehicle and/or equipment purchase/lease needs and make recommendations to management
  • Participate in the development of goals and objectives as well as policies and procedures, make recommendations for changes and improvements to existing standards, policies and procedures, participate in the implementation of approved policies and procedures, monitor and ensure compliance
  • Performs preventive maintenance, repairs and completes major overhauls and repairs on automobiles, light trucks, specialized equipment and heavy trucks including engines, brakes, air conditioning systems, ignition systems, transmissions, differentials and rear axle assemblies
  • Tunes engines using standard, modern testing equipment
  • Responds to emergency road calls involving disabled District equipment; makes repairs or has vehicle towed to Fleet Management shop
  • Troubleshoot, test, diagnose, adjust, repair and service a variety of equipment including but not limited to Caterpillar construction equipment, medium and heavy-duty trucks, heavy equipment, rubber tires, tractors, Gradall excavators, graders, loaders, mowers, large mowing attachments, and trailers
  • Repairs or overhauls chassis units including engines, brake systems, transmissions, air conditioning systems, differentials, front and rear axles, and hydraulic systems
  • Removes repairs and reinstalls engines, transmissions, differentials, clutches and steering assemblies
  • Operates heavy equipment on an occasional basis
  • Use hand and power tools and hoists
  • Order parts as needed
  • Provide input in areas of certifications for new and replacement tools and equipment
  • Refurbishes existing equipment, as requested
  • Perform preventative maintenance as required
  • Develop and implement a preventative maintenance program
  • Provide input for inventory control
  • Check for accuracy and quality work performance of subordinates
  • Performs related work as required
  • Continuous and on-going departmental projects and cross-training

QUALIFICATIONS AND EDUCATION REQUIREMENTS

Knowledge of: 

  • Principles and practices of vehicle and equipment maintenance
  • Principles and practices of fleet management
  • Equipment, tools and materials used in vehicle and equipment maintenance activities and services
  • Principles of supervision and training
  • Basic budgeting principles
  • Principles and practices of safety management
  • Principles of government procurement for necessary equipment, tools and materials
  • Pertinent local, state and federal laws, ordinances and rules
  • Automotive Service Excellence (ASE) Certification for Master Automotive Technician Preferred
  • High School diploma or equivalent
  • Five (5) years experience as an automotive or heavy equipment mechanic, with at least one (1) year experience performing repairs to heavy diesel equipment; or any equivalent combination of related training and experience and at least three (3) years of supervisory experience
  • Extensive knowledge of standard practices, methods, tools and equipment in the automotive mechanical trade
  • Extensive knowledge of the construction, design, repair and adjustment of a wide variety of specialized medium/heavy duty trucks and equipment, pumps and apparatus
  • Comprehensive knowledge of the usual types of tools and equipment, as well as specialized tools, gauges, machinery and analyzing equipment used in the repair, servicing and maintenance of gas and diesel driven equipment
  • Extensive knowledge of the principles of gasoline and diesel engine operation
  • Extensive knowledge of the mechanical repair of automotive, construction or landscaping equipment
  • Extensive knowledge of the occupational hazards and safety precautions of the trade
  • Extensive skill in diagnosing and correcting defects in equipment and mechanisms
  • Ability to adapt available tools and repair parts to specific repair problems
  • Ability to analyze mechanical problems and make necessary repairs
  • Ability to follow oral and written instructions and to keep accurate and timely records of repair and service operations
  • A class B Commercial Driver's License
  • Pre-Employment Screening (i.e., Drug Test, Driver’s License, etc.)

WORK ENVIRONMENT

While performing the duties of this position, the employee works in outdoor conditions, near and on machinery, or in high precarious places. The employee will likely be exposed to hot/ dry/ wet/ humid/cold conditions. The employee will occasionally be exposed to fumes, airborne particles, chemicals, vibration and other potential hazards associated with the maintenance and/or construction of roads and drainage works and other types of construction. Manual dexterity is necessary in order to manipulate machinery, trucks, and tools. The noise level in the work environment is quiet to moderate, but can be high under certain circumstances. Hand-to-eye coordination is necessary to operate various tools and construction equipment.
